Unzip the contents of the archive file ( settings.XML) to the directory that stores your Makefile, i.e.:

WINDOWS VISTA and WINDOWS 7
C: Users AppData and Settings\username\My, Roaming, Road Construction Simulator 2011 \
You'll probably need to perform backups on files that they do not lose.
You can now start the game, automatically accesses all ten scenarios.
