Unzip the contents of the archive to the directory that stores your Makefile, i.e.:
C:\Documents and Settings\user name\My Documents\KOEI
You'll probably have to make backups of files, so that they do not lose.
You can now start the game and load the save, so you get access to all of the playable characters.
