Subterfuge is set under the surface of seas, when colonies that have co-existed peacefully so far, begin fighting one another over an incredibly valuable resource known as Neptunium. The player's goal here is to achieve global domination. Each player controls their city-state and tries to gain the upper hand by moving their submarines.
