The protagonist is a highschooler named Kou Tokisaka, who becomes involved in the fight between humans and creatures from a parallel world. The gameplay in Tokyo Xanadu takes place on two planes: the real world and another dimension.

The plot of the game focuses on the conflict between the conquering Empire and the rebel faction of rebels who describe themselves as Returners. The title offers the largest number of playable heroes in the history of the series (14 in total) and, in addition to the typical features of fantasy, it also introduces elements of the steampunk trend for the first time.
