Unzip the contents of the archive file ( CannonCruise. sav) to the directory that stores your savegames. It is located on the system partition:
\Documents and Settings\ [username] \My Documents.
You'll probably have to make backups of files, so that they do not lose.
You can now start the game and load the save, so you will unlock all the levels.
