Unzip the contents of the archive file (called arcade. dat) to the directory that contains the game. For Example:
C:\Program Files\Fastlane\
You'll probably need to make a backup copy of the file, so that it does not lose.
You can now start the game and load the save, so you will be able to unblock access to Arcade mode.
