Chasing the Lieutenant

You can complete the mission by approaching the Lieutenant but it's definitely quicker to make some noise and capture him after a car chase.

Place yourself on the road, 400 meters away from your target. Make sure that you have a vehicle nearby that can be used to pursue the target. Launch your explosive drone, get closer to the mission area, and kill any of the enemies. The lieutenant will jump into his car and will try to escape. Get into your vehicle, catch up with him, and order your squad to attack.

The Lieutenant will eventually pull over. When that happens, approach him and interrogate him.
