Side quests available after completing the Priority: Palaven mission
Additional note - You don't have to involve in side quests right away after unlocking them. There are exceptions to this rule and some ignored side quests may be failed - be warned about this, we have highlighted that in proper descriptions. Complete all side quests before advancing to the campaign's finale.
