Can I jump in The Legend of Zelda: Link's Awakening?

Yes, you can, but not at the beginning of the game. You need Rock's Feather to jump and Pegasus Boots that are necessary to make a longer jump.

Can I steal in The Legend of Zelda: Link's Awakening from the store?

When you're at Mabe's Shop, you can grab an item you want to purchase and run around the Shopkeeper. If you circled him enough, make a break for the door. You will get outside with the item for free.
