There is an abandoned temple north from Bruma - Cloud Ruler Temple. When you enter inside you can hear a ghost's voice. It orders you to find a woman, Alina, that is inside of the temple. Turn right and head to Cloud Ruler Temple East Wing.

The skeleton of the woman is found on the floor. Search it and you will hear the voice again. This time your task is to find a weapon - go down the stairs and go through the door to Cloud Ruler Temple Armory. Inside, you can find a weapon, Glenroy's Akaviri Katana. Take it and go to Cloud Ruler Temple West Wing.

There, you meet Raaslan, the ghost that was talking to you all this time. He orders you to equip the recently acquired weapon and run with him to battle. After a few steps... the ghost finds out that everyone is dead. Tell him that he also died in a battle a long time ago and he will ask you to meet with him in the main lobby.

Go there and you will meet three ghosts. Raaslan asks you to throw the weapons of the fallen into fire which will grant them peace. Go to the skeletons of the fallen, take their weapons and throw them into fire. When you free all of them, Raaslan will thank you. He also gives you Glenroy's Empowered Akaviri Katana. The quest is now completed.
