Evon Creos wants you to find Arion Theries, the deserter. He can be found in an inn a little bit to the North. He lost his armor when playing cards. You can go straight to Evon to quickly end this quest, or buy the poor man's armor back for 200 Gold (you have to talk to Aristo Radeias, who's at the back of the inn).
