Chapter: 5 - Sunken.
Location: Underwater.
To get to this room, you need to lower the water level in the tank near waterfalls.
You can find a walkthrough of this puzzle on the page: Lowering the water level.
The tiara is in the water tank, in which you can also find two murals. This secret is hidden in a dark spot. To reach it, you have to stand next to the second mural, then swim between two stone statues and approach the wall. Norah will notice the tiara, but only when you examine it will you get an achievement.
