This is a very short scene, during which a cutscene launches in which Charles Kramer's arrives at the cemetery (you've met him before in a golf club) in order to lay flowers at the grave.
After gaining control over Scott Shelby, simply head out of the cemetery. You will make a shocking discovery there.
