EVE Online had its world premiere on May 3, 2003, exclusively on PC. From the very beginning, players were using the keyboard and mouse. Since then, there have been a lot of changes in it, but at the time of writing this guide, EVE Online doesn't offer support for controllers. This may be caused by the fact that EVE Online has too many different types of interactions that would be difficult to manage with a controller.
