Go past this car, in order to reach the toy you seek.

You will find the toy on the table.

Max's Toy can be acquired at the beginning of the mission. Head forward, go past the car with a burning barrel next to it, and you will reach a table with several donuts and the plane you are looking for lying on top of it.
