You can only reach this one of Max s Toys during the Ubercommander mission (New Orleans: Wall), as this room was closed previously. Go to the highest floor, walk through the newly open door, reach the end of the corridor and enter the office located there - the toy will be lying on a shelf.

This Readable can be found in the room next to the one where you have found Max s Toy - the note will be lying on one of the desks, by the wall.
