Dark Souls 3: Ludleth of Courland

Ludleth can craft weapons made of souls of fallen bosses.

You will encounter him in Cleansing Chapel after your first visit. He is located at the second throne on the left. At first this character has nothing interesting to offer, but as soon as you kill Greatwood, and obtain Transposing Kiln, you will be able to craft powerful weapons, items and spells. You can create more than one item from a single soul. Thus, if you want to gather all the sets, you need to start the game on NG+ level.
