Mario's friend can be found on the other side. Help him by pushing his boat to the water.
Now go to rebels' hideout. Talk to Mario after the cutscene. Then walk to the other side and push the boat to the water (simply stand behind it and run). This will allow you to use quick travel - select the Manaea city.
Finally, jump from the helicopter in order to complete the mission and unlock the quick travel option.
