The Phantom Liberty expansion introduced a lot of additional quests, but unfortunately players often have a problem with one particular one. At a certain stage of the Black Steel in the Hour of Chaos quest, you should talk to Yoko. Unfortunately some players can't do it because the conversation option doesn't appear for them. Loading the game or restarting it doesn't help. This is a common bug that the developers already know about, so it is possible that a hotfix will be released in the near future to get rid of the bug.

If you do not want to wait for the developer, you can try one of the following methods:

1. Load the autosave before talking to Solomon Reed at the basketball court. Then go to Yoko before receiving the message.
