You can find Victor Frankenstein at his tower in the Desert Astrolabe realm. To go there you need the following cards:
In this realm you will have no trouble finding Frankenstein. This is because it is marked with a yellow chat icon. Additionally, his tower is easy to spot.
When you talk with Victor Frankenstein, he will give you a quest Imitations of Life. You have to gather samples from Bond Creatures.
Go to the Journal in the Guidebook tab, there you can find a detailed list of materials you need to complete the quest. You will also learn which enemies drop it.
