On this page of the Watch Dogs Legion guide, you will learn how to complete the last mission from the SIRS chapter, namely Barbarians at the Gate. The mission is to talk to Malik.
After Malik is captured, he is held in the DedSec safe house. Go right there and talk to him.
The mission is very short because, in fact, all you have to do in it is to appear in the DedSec hideout and talk to the caged Malik. After the conversation is over, you will complete the SIRS chapter and all missions related to this task.
