Unpack the archive, copy its contents to the main game folder, then press F4 to toggle motion blur in the game. Works with the DirectX 11 version only.
If you want to remove motion blur in DirectX 12 you will need alternative mod called ONTROL Disable Motion Blur in DirectX 12.
