Homefront The Revolution: The Not So Great Escape

Obtain further information and get to the location presented in the screenshot. You will have to hack KPA Transceiver, located in the building on the right. To get there, you have to reach the roof on the left, visible in the picture. From there you will get to the scaffold.

Use the scaffold to reach the machine of the cooling system and move across the pipes, till the end of the building. There are planks behind the wall that will prevent you from accessing the building. Destroy them to get inside and hack the transceiver.

Now you have to investigate places where fugitives may have hidden. The last available location will be the right one; the white container presented in the screenshot. Get inside and talk to the man.

The fugitive will tell you where to find his allies. Get to the docks and look for white containers. Instead of going through all the encountered containers, move to the place presented in the screenshot. It's marked with orange light, so you shouldn't miss it (east part of the docks).

Talk to the fugitives and you will receive another objective. You will have to get to the north part of the docks and obtain a boat that can be exchanged for an access card to the third level. Get there and deal with the patrolling units. Move to the left and try to start the machine on the left, presented in the screenshot.

You will fail to do that, so you will have to charge the generator in the nearby building. Use the motorbike from the blue container (see screenshot) and ride it up the stairs, and place it on the barrels.

Once the generator is active, use the machine again. You will reach the boat on the left. As a reward, you will receive the access card that will grant you access to another zone. Get back to the tunnel, where you began your quest, and use the door to complete your mission. You will be rewarded with 3000$.
