Walk the sidewalk to the left and interact with the hot dog vendor (on the right). Unfortunately, he will chase the girl away. Continue to walk and seek for help in any of the tenement houses (on the left) by ringing at the doors.

Interact with the homeless person on the corner of the street - he will ask you for change.

Move forward till you reach the very last door on the street (the intercom is in a large box, on the left of the stairs, next to the bike) - Angela will come outside and she will save Lydia from some serious trouble.
