The garrisons is the second location on your way to the Runic Hall (Assault on the Citadel). It's best to save your supplies as you will need to engage in a fight at the final location of the Tower. Due to the barricade, you can't just access the right part of the location. It will be unlocked once you complete your mission and get back to this location. It's best to look around, as you can come across two recipes. Furthermore, after finishing combat and returning to the location, you can pick up items from certain containers twice and some new items will be revealed (all of them were marked on the map).
