The sure method of getting The Ghoul is completing the quest Ghoul in Black. However, you need to remember that you will have to build Overseer’s Office and do at least 3 quests before that.

It is likely that The Ghoul may also be found in Lunchboxes as a rare drop. We could not find any confirmation, but Lucy can be obtained that way; so, it wouldn’t be strange for the mechanic to work in the same way for Cooper Howard as well.
