The upcoming 1.9 update to Strategy Victoria 3 will introduce a feature that should appeal to players not fond of total randomness.
Recently, Paradox studio published another post in the developer's diary related to Victoria 3. It lists the changes that are supposed to be included in the 1.9 update. This patch will be released on June 17, 2025, and will introduce several new features, including a really interesting one.
This refers to a function called "custom RNG seed," which should significantly change the gameplay experience - it will allow the use of matched seeds to generate a specific map with specific resources and elements in particular places.
Victoria 3 is a game with a lot of randomness, so with the new feature, we'll gain control over at least some of its elements. Below, you can see how this option will look in the game.

So it looks like some elements on the map will appear in the same spot when starting a new game. Thanks to this, the player will know from the start where to look for specific resources to progress further. Moreover, fans will start creating their own scenarios and sharing them with others using seeds (similar to Minecraft). The devs emphasized that this new feature should particularly please the modders.
Next week, more details about the 1.9 update are expected to be released. The patch will also improve the way wars are conducted. On the same day, the Victoria 3: Charters of Commerce expansion will launch, too.
