The Surge 2: The Witness Side mission

The Witness is one of the side quests in The Surge 2. You will start it automatically on your way from Jericho Seaside Court after you have defeated the Little Johnny boss. The man offers several missions at some time intervals.
Hideout
A mysterious man will contact you when you are in Jericho - you have to find his hiding place.
It is located under the bridge. You have to use an EMP drone to open a locked door to the Underworld. Inside you will find a man: talk to him.
Mission 1 - Complete A.I.D. Armor
The first mission will begin in Port Nixon just after you defeat Little Johnny the boss. Quest commissioner will contact you by phone while you're in Jericho. A man will ask you to complete the A.I.D. Nightfall/Eclipse. This is the armor worn by soldiers - you will find the closest ones nearby, guarding the gate leading to the north.
Collect the schematics of this armor and bring them to the man. You will receive 5000 tech scrap units for the delivery of required equipment, and a compensation for the collected armor. Plus a great helmet: Stranger's Facemask (level 4, does not consume energy, connects to the bonus with other sets).
Note: If you are using upgraded equipment or any of your armor items consists of quest items, you may have trouble with completing the mission. The only options you have left are to get rid of the improved item in favor of the quest commissioner (sell the item at the market price) or to find and craft a second type of scheme (Nightfall / Eclipse). Any attempt to leave your equipment in the shop with the intention of buying it back will end in a fiasco.
If you don't want to fight, you can buy a set of A.I.D. Twilight diagrams from Molly Fox, a Seaside Court dealer.
