We will talk about the first option here. The title right now is not cross platform, but it will be in the future. Six Days in Fallujah was released today only on PC. However, it will be available on consoles next year. You can read about it here.
If you want to play with people owning the game on different platforms (cross-play) it is impossible right now because the game is only available on PC (as it was mentioned), but it will be in the future. We have found a comment on the Steam forum which was written by one of the developers, it states that:
Cross-play is high on our priority list for our full release.
