Part 1/2

The enemy with the first part is working, by default, at one of the tables in the central part of the factory. He has been shown in the above screenshot.

Note - the enemy may, just as well, start patrolling the area and this happens in a situation, in which you have alarmed the enemies here. If this happens, after the fights end, search the killed enemies.

Part 2/2

The target is patrolling around the huge tanks in the center of the hall

The enemy with the second part is patrolling the hall that you explore later into the mission. He is patrolling around the huge tanks. Wait for him to come closer to you, shoot him and search the corpse.

Note - if you have any problems locating the exact enemy, eliminate everyone at the ground level, near the tank, and search their bodies.
