How to unlock: Read the notice at the Gas station.

Rewards: Countryside Bane.
It's one of the shortest quests in the game. Right after you take a note from a notice board at the Gas station, a conversation with Bilal will begin automatically. You don't have to perform any additional actions because he will give you Venom and a blueprint (Countryside Bane) which allows to craft venomous weapons.
