The Parliament Of Fools quest concludes the Fallout London storyline and provides closure to the entire story. During this mission, you will have to make your way through the parliament building filled with enemies and also come face to face with the mysterious Mr. Smythe. How to get through the parliament?
The Parliament Of Fools quest will start immediately after the previous mission is completed. Go to the Parliament and talk to Merlin. The ghoul will reveal to you that he is wounded and it will be up to you to lead the final part of the attack.
Once inside, you will immediately be attacked by a large group of enemies. There aren't many places to hide in this area so you'll be forced into direct combat. First of all, we recommend that you get rid of the large, mutated enemies.
This is the final stage of the game, so don't be afraid to use up all the resources you still have available.
Before reaching the House of Lords, you will encounter several enemy units. To increase your chances, try to finish off as many enemies as possible from a distance, before they manage to get close to you.
Once you take your seat in the main hall of parliament, you will see that the entire room is filled with your clones. During the conversation with the Prime Minister, it doesn't matter which dialogue option you choose. You will be attacked anyway.
Enemies will attack you from the next room. Most of them are marked as legendary by the game.
Defeat all enemies to get to the clock tower. Before you go in, deposit all your weapons in the nearby chest. In the final stage, you will no longer need them. If you can, fully heal yourself.
How to defeat Mr. Smythe?
Climb to the very top of the clock tower where you will finally come face to face with the mysterious Mr. Smythe. Your clone will reveal that the player-controlled protagonist is also a clone of the pre-war politician.
Ask the antagonist about any issues that interest you. This is the perfect time to learn more about the world presented.
After the conversation ends, you're about to engage in a duel where you'll fight with... umbrellas. During the fight, try to counter your enemy's attacks efficiently. VATS may also be helpful.
After the first phase, Smythe will escape to the floor above. Follow him and defeat him once again.
After the fight ends, Smythe will fall, but will grab a clock hand at the last moment. You can either let him fall or save him. This decision has little impact on the ending.
After the fight, it's time for the epilogue, where the narrator will summarize all the choices you've made. Afterwards, the game will come to an end.
