From the roof, you will have a good view on the area - just watch out not to be seen by the soldier that also goes up there.
There are quite a lot of enemies in this area. They are located near two buildings and also a bit farther, near the terraces. A good idea to go onto the roof of one of the buildings, from where you will have a perfect view on the enemies (be careful, as one of them may also go there). From here, you can easily destroy the alarm box, if you're noticed by the soldiers.
