BioShock 4 in Trouble; Project was Rebooted Multiple Times (Leak)

We've known for quite some time that BioShock 4 is in production. Every now and then there are rumors about this project, but until now we have not received any official information. The latest reports suggest that the reason for this silence are the big problems the game is facing.

1. The source of these rumors is a reputable leaker by the handle Oops Leaks. He claims BioShock 4 was in so-called "development hell" for a long time and the developers were unable to make any significant progress.
2. Last summer, the work on BioShock 4 was to be rebooted once again. Certain Affinity worked on the first incarnation of the project until 2017, then the Cloud Chamber team was responsible for the next three versions.
3. The lack of progress was affected by constant changes in the concept and in the composition of the development team. Currently, a surprisingly large part of the developers have little experience, which is all the more strange since job offers for most positions stated the requirement of having 3-7 years in the industry.
4. The biggest problems were encountered by the part of the team responsible for the storyline. These developers have so far been unable to deliver a script worthy of BioShock, which was one of the main reasons for rebooting the project several times.
5. Progress has also been negatively affected by the pandemic and the so-called Law 96, passed by the Qubec provincial government last year, which forces local companies to communicate in French in many situations and makes it difficult, for example, to state the requirement to speak other languages in job offers.
6. Fortunately, there are some reasons for optimism. After a reboot of the project last summer, work has begun to get back on track.
7. However, the earlier problems mean that there is no chance of revealing the game this year, nor of a release in fiscal year 2025 (April 1, 2024 - March 31, 2025), as originally planned.

Recall that according to earlier rumors BioShock 4 will be set in a new dystopian city in located in Antarctica. The game is expected to offer an open world. The project was announced in late 2019, but so far it has not been shown to the general public.
