Here you can find the guide for Sleeping Dragons quest. During that you must meet with the protestors that want to have their relatives awaken form hibernation and then meet their demands.

The protestors can be found near hydroponics sector

This quest can be added to your journal after A Better Beginning quest on Eos. During one of your visits on Nexus you can come across the protestors - they are in the south part of Nexus: Docking Bay near hydroponics sector. Speak with them. You learn that they demand their relatives to be freed from stasis pods. You can promise them that you will help.

Speak with Kandros

Go to Nexus: Operations Center and speak with Kandros. Thanks to that you will meet with other higher-ups in Nexus. During the meeting you can act in one of the two ways - agree to stop further protests by using force or agree to their demands and free their relatives from stasis pods. If you selected the second option then you must additionally authorize the process. To do that you must interact with a terminal that controls cryo pods.
