JA3 - Museum of the Adjani explained
During your travels, you may find some relics. They are in various locations, very often locked by a wisdom check. You can cash them in for $3 000 but there is also another usage for them. You may give them to the museum.
If you visit sector L8 (Port Cacao), you will find Emma Lafontaine there. She is willing to take all artifacts which you find. It will start Museum of the Adjani quest. An initial reward for that is a possibility to dispatch militia (through dialog) and some loyalty points with Port Cacao.
But it is not all. You may ask Emma for some money. She will tell you that you must talk to Gouverneur. Of course, he will not agree. But there is a way to convince him. You have to hire someone with a perk Psycho. Meltdown is great for that, as she is quite cheap. Now interact with the man again. From now on you will be able to get Militia and $1 000 for each relic.
