Several websites have wrote articles on the matter, including Kotaku, whose report on the subject is noteworthy for another reason - it confirmed that Watch Dogs 3 will take place in London.
Ubisoft has a long history of sticking teases for future games in its current ones (...) A new patch for Watch Dogs 2 also dropped a major clue for Watch Dogs 3, telling the world that it would be set in London (which it is).
The author of the piece, Jason Schreier, has a very good reputation for such leaks and the information he provides almost always finds confirmation in reality. Therefore, we expect that Ubisoft will officially announce Watch Dogs 3during this year's E3 and that the game will in fact take us to the capital of United Kingdom.
Fans of the franchise have long expected that the third part will be set in London. The first speculations on this subject appeared in 2017. Their source was a modified finale cut-scene of the second installment of the series, introduced by the update 1.11 mentioned in Kotaku's article, which clearly pointed at this city as a place of action of the next game.
Let us remind you that so far the series consists of two games. The franchise was launched by Watch Dogs released in 2014, whose campaign took place in Chicago. Two years later a continuation was released, where we could explore virtual San Francisco.
