How to meet with the informant?

Talk to Teia and Viago in the Crows' hideout. You will learn about the meeting with the informant in the town square. Go there to meet Butcher Daathrata for the first time.

After the conversation, defeat the two shield bearers using charged attacks to break their guard. After the fight, go to the flooded district. There you will see the Butcher fighting the Antaams. Wait for them to be taken care of before joining the fight - that way you won't have to worry about the regular enemies and the Butcher will already be wounded.

The Butcher is a formidable foe, but he shouldn't pose any problems, especially if you wait until he's done fighting the Antaams. His attacks are very slow. Be especially careful with his fire breathing - attack him from the side to deal a lot of damage. Despite the enemy's size, it is very easy to knock him out of his attack animation. Attack the boss right away, use your skills and strong attacks, and he won't even have a chance to move. Defeating the Butcher completes the quest.
