The story in the game is set at the turn of the 1980s and 1990s when, in the face of growing influence of a terrorist organization called White Octopus, the titular Thunder Tier One - an elite military unit - is called up to service. A player assumes the role of the squad leader and is tasked with stopping the enemy organization before its members destabilize the global political situation.
