It turned out that yesterday's update to Control was flawed and had already been withdrawn. Thus the game works again without an internet connection and Steam Controller pad is compatible again.

Patch 1.04 brought a lot of unpleasant surprises to the PC version of Control. It added a DRM system that forces online mode through the Epic Games Store client. It also broke compatibility with Steam Controller.
