Resident Evil 2: How to get a shotgun/grenade launcher?
The basic pistol in Resident Evil 2 is not enough for you for a long time - it is worth to get additional weapons, which will be a W870 shotgun in case of Leon, and a GM 79 grenade launcher GM 79 for Claire. The way of unlocking both weapons is the same for all heroes. However, you can only do this after you have obtained the blue spades key.
Go east, to the Waiting Room, 2F. From there, go to the Art Room. There you will find a key card next to a lamp on the table.
Use the card to get into the locker in the Safety Deposit Room. You will find weapons and some ammunition here.
