Iron Butte doesn't get unlocked at the same time like Lost Lake. You have to further progress along the main storyline. What is interesting, the main character will visit Iron Butte two times, but any of these expeditions does not allow you to stay there for longer, and quietly explore the area.

The main journey to the Iron Butte is the one from the mission called Now That's An Idea. In this task, Deacon and Boozer cross a previously inaccessible tunnel connecting the regions of the Lost Lake and Iron Butte. You have to go through the above-mentioned story mission and a few more, and finally blow up the dam to deal with Carlos. After completing all the tasks related to the trip to the Iron Butte, this region will be fully accessible. Cloverdale Facility is located in the southern part of the map, and it is the largest unique location in the region of Iron Butte. For the record, it's a carefully guarded research facility where Sarah worked before the outbreak. Upon arrival in the vicinity of the facility it turns out that it is tightly closed and surrounded by a fence under voltage. The game will initially allow you only to look into the watchtower, located at the main gate.

Cloverdale Facility will not remain a closed building until the very end of the game. Deacon will be able to explore it in the future, during the main storyline, after taking the journey to Crater Lake.
