Important places in the Imperial Command

1. Hazanui Karu's office. The office is closed at first and you can't meet with Karu (you must advance in the main storyline - focus on The Veins of Eora main quest), you will unlock The Brass Empire quest). An attempt to open the door will alert the guards.

6. Atsura's office. Atsura can give you Dim Prospects and The Storms of Poko Kohara side quests. You could've also unlocked The Storms of Poko Kohara earlier (meeting with the Vailian Trading Company) - in that case this quest will only be updated.

Hazanui Karu (M23,1) - You have to wait until you get a chance to meet with this character.

Sabormi (M23,2) - You can't trade with her until you become an ally of the Royal Deadfire Company.

Other information related to the Imperial Command

Royal Deadfire Company is one of the bigger factions in the world of Pillars of Eternity 2 Deadfire. Visit their headquarters during your first visit in Neketaka. Thanks to that you will be able to deal with quests related to this faction early in the game. You should also go back here later and, e.g. meet with Karu (initially, that person's office is closed).

The side exits lead to the stairs near the cliff (the game will load the map M13). This is an alternate way of moving between the Command's floors.
