The Witcher 3 Blood and Wine: Gwent Never Fear, Skellige's Here
You can unlock this quest after you have obtained one of the new Skellige card decks, or after you have started the Gwent: To Everything - Turn, Turn, Tournament. You can obtain the basic deck during this specific quest - Geralt receives it from Count Monnier.
In total, there are 19 cards to collect and you can search for them in any order you want. Visit people marked on the map, invite them to play a game against you and obtain their cards by winning (you can receive only one card from each of the opponents that you defeat).
