The game was created by the fathers of the franchise - Capcom, though the player assumes the role of a completely new character here - Nick Ramos. The Bureau: XCOM Declassified is set in 1960s, showing the early stages of the war between XCOM and aliens who invaded the Earth. The main hero – agent William Carter – gets sent to places where aliens have been spotted in order to wipe out the invaders.

The player must silently eliminate important persons, blow up military transports and kill many regular soldiers.

The plot of the game presents the player with grave moral dilemmas on more than one occasion.
