Find Veronika Ryan
To find out where Veronica is, you have to return to the Old Town, so use the fast travel and choose any place in Old Villedor. Then go to the Bazaar .
You can learn about Veronica Ryan's whereabouts from Barney, who is on the lower level of the church.
You have to explore the hideout on Courtesan Row Street at the northern end of Houndfield. Get inside the building through one of the shutters on the first floor.
Deal with the first renegade and reach the locked door on which you have to use a lockpick (low lock level).
There is a group of renegades in the next room, and there's an opportunity to attack them by surprise.
After the fight, find another closed door and use lockpicks. In a small storeroom, you will find Vincenzo, and you will be able to talk to Veronica on a walkie-talkie.
Meet Veronika near the dam
Use fast travel to get back to the city center, then go to the dam to the west of the Garrison district. It is an area you have already visited in the Observatory main quest.
On the way to the meeting point, remember about the minefield - you can try to find the mines or climb next to the dam. Veronika is waiting inside the building on the other side of the dam (picture above).
When you meet Veronika, you will have to make a choice - you can trust her and tell her about Mia or keep it to yourself and avoid full explanation. You also have to ask Veronika about how to get to the underground complex.
Talk to Veronika
Now, you have to go near the entrance to the observatory. During the conversation with Veronika, tell her you are ready to join her plan.
Get through the chemicals to the Observatory entrance
You will receive an injection that will temporarily immunize Aiden against yellow chemicals, meaning contact with them will not lead to a decrease in the character's immunity.
You have less than a minute to reach the destination. Start running in the contaminated yellow areas and don't attempt to find alternative paths. The climbing route is shown in the picture, and you should be able to reach the destination before the time runs out.
Enter the Observatory
Continue the climbing, starting on swinging from the rope, but you don't have the time limit anymore. Move carefully as the chemicals have become toxic to Aiden again.
While climbing, use the grappling hook to attach to the upper yellow elements as you've done it before. You have to reach the hatch and, after opening it, go inside.
Restore power to the building
Go down the stairs and after reaching the door through which you will see a group of zombies, listen to the conversation with Veronika. Prepare a UV flashlight as an active gadget, and only then press the green button. You have to run through the area with monsters, and you can use a UV flashlight to scare them away. Do not stop until you reach the partially open door.
You will get to the upper balconies. Before you reach the door at the bottom, try to get rid of all the zombies in the area - you can use this opportunity to attack them from higher platforms. We recommend doing so because the door is closed, and you need to complete the mini-game to open it.
In the next section, get to the generator to restore the power supply. Thanks to this, you will kill all the monsters below.
Meet Veronika near the elevator
Soon after completing this mission objective, you will learn that the elevator with Veronica has stopped working. You'll hear Veronica's calls to fix the problem as quickly as possible, but this mission objective has no time limit, and you don't need to rush to complete it.
Reach the small room upstairs shown in the picture, in which you will find a box with a cable. Pick it up an drag it.
Remember that the cable has a limited length, so use parkour movements on your way to the connection point - we've marked it in the picture.
You can now go to the elevator and press the button to call the one with Veronica.
When riding in the elevator, there will be small choices involving Veronica - you calm Veronica or get new information from her (or just stay silent). It will not affect the further course of the quest, just the individual responses of Veronica.
Restore the power in Block C
After exiting the elevator, you will come across a locked door. Note the ceiling panels (the picture above) - some of them are missing, and this will allow you to jump near the ceiling and go above some rooms. Reach the green button - pressing it will unlock the passage for Veronica.
Now, locate the ventilation shaft. Use it to reach the next green button.
Find the green panel, take the cables from it and take them to the red panel you've passed by. After that, talk to Veronika. You will go with her to the central database, but the door there will be closed.
Unlock door locks from the Officer's Room
Ultimately, you have to reach the control panel shown in picture 1 and use the GRE access key on it.
Return to Veronica. Once again you have to to find the damage ceiling parts. Additionally, pull the grate out from picture 2 to get to Veronica's office and learn about her role in the GRE structures. During the new conversation with Veronica, you can ask her 2 optional questions or continue your journey to the Central Database right away. A cut-scene will be displayed.
Find a blocker
The new mission objective is quite demanding because it has a time limit - you have 1 minute and 5 seconds to find the syringe to become immune to chemicals again.
To the left of the starting point you will find a ladder. Use it to reach the upper level of the room.
Make a far jump from the top shelf. First, the main character will grab the bar and then jump to the object hanging in the center . Aiden should grab it.
Do not let go. Move slowly to the left. Ultimately, you have to reach the place from which it will be possible to jump to the other upper path (picture 2).
Press the button to unlock the passage to the next room. Jump down to the lower level and reach the marked first aid point on the wall, where you will find the blocker you are looking for.
A scene of Veronica searching the database will start, during which you can ask her to check out 3 people - Mia, Aiden, and Waltz. You can choose them at any order as all three will be checked anyway.
Get rid of the Renegades
You have to eliminate the renegades that appeared in the room where you've just been climbing. You have an opportunity to attack them by surprise, although sneaking is not obligatory. Return to Veronica after the fight.
Defend Veronika from Walt's Renegades
Reach the indicated door and press the green button. A cut-scene with the appearance of other renegades will be displayed, and this time fighting them is mandatory. Remember about grenades or Molotov cocktails you can use to attack nearby enemies.
Go to Veronica once more. The door is locked and you have to climb again to reach the upper passage. Walk the linear path that leads towards the elevator. You will eventually reach the place where you meet Veronica and Waltz.
Run away from Waltz
An escape scene, similar to the one in the main quest called Let's Waltz! will trigger. Don't try to fight Waltz chasing you, but focus on running and overcoming or avoiding obstacles without stopping. The easiest way to lose way is by the stairs shown in the picture - in the room with them, turn right immediately and go up. You will return to the hatch leading to the surface.
A duel with Waltz will start, but this is not yet a "full-fledged" encounter with the boss - for this mission, you need to "only" deprive him of about half of his health bar.
For Waltz's standard melee attacks, you can use blocking, parrying, or dodging. Strong attacks can be more problematic, and in this case, dodges are obligatory.
You can additionally weaken Waltz using, for example, Molotov cocktails or weapons that impose negative statuses on enemies (burning, toxic, etc.).
After Waltz loses about 50% of his health bar, cutscenes ending this quest will appear on the screen.
